Child Support Child support in every state are a case study in partnerships.   It is first and foremost a partnership with the children and parents impacted by the process but it also involves law enforcement, the judicial system, health professionals, location services, and other private industries.

Child support services in the state fall under the auspices of the Attorney General of Texas.   This is a reflection of the role of enforcement in child support payments.   It begins with the location of the non-custodial parent and the establishment of paternity but ends with enforcement of child support orders and the collection and distribution of payments.


The Texas Child Support Enforcement System (TXCSES) is a legacy mainframe application that serves its purpose well. However, given the partnership nature of the child support process, it is important that elements of the system are made available to other interested parties and can interact with their systems.

FitzSoft Consulting provided coding services for two such collaborative efforts:

  • Vendor labs that provided paternity testing services to the state were given access to limited identifying data from the TXCSES system for the purpose of scheduling and reporting on blood draw results.
  •  
  • The Locate and Asset Search System Online (LASSO) is a portal to multiple database searches to locate non-custodial parents and identify their assets.   The results of searches we used to automatically update the TXCSES database.
